The Federal Competition and Consumer Protection Commission (FCCPC) has sealed Paradise Estate in Abuja, citing alleged breaches of consumer protection laws linked to failed housing deliveries.
The commission in a statement on Monday said the move followed complaints received and reviewed concerning the Estate.
It noted that some customers fully paid for homes in the Estate but have yet to receive the properties promised to them by the developer.
The FCCPC stressed that consumer protection is not limited to everyday retail purchases, adding that it also applies to major financial commitments such as housing, where many Nigerians invest life savings based on promises made by developers.
“Following complaints received and reviewed concerning Paradise Estate, Abuja, including allegations that some buyers completed payment but have not received the homes promised to them, FCCPC has initiated regulatory action in line with its statutory mandate,” the commission said.

The commission said businesses must not make promises they cannot fulfil. It added that where payment has been received, agreed timelines must be honoured, delays must be properly explained, and lawful remedies provided where obligations are unmet.
According to the FCCPC, confidence in the housing market depends on transparency, honest communication, proper records, and delivery in line with commitments.
The FCCPC directed affected consumers to submit relevant documents, evidence of payment, and correspondence for review.
“Affected consumers may submit relevant documents, evidence of payment and correspondence through complaints.fccpc.gov.ng,” the commission said.
