The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has presented a License to Construct (LTC) to Foster Petroleum Development Company Limited for the development of a 30,000-barrels-per-day refinery in Gokana, Rivers State.

NMDPRA, in a statement posted on its official X handle on Friday, said the license was presented by the Executive Director, Hydrocarbon Processing, Plants Installations and Transportation Infrastructure, Francis Ogaree, on behalf of the Authority.

Speaking at the presentation, according to the statement, Mr Ogaree reaffirmed the Authority’s commitment to supporting investments that enhance Nigeria’s domestic refining capacity, improve energy security, and drive economic growth.

Upon completion, the NMDPRA said the refinery is expected to produce Premium Motor Spirit (PMS), Automotive Gas Oil (AGO), Dual Purpose Kerosene (DPK), and fuel oil, contributing significantly to the availability of refined petroleum products in the country.

It added that the project aligns with ongoing efforts to expand local refining infrastructure and strengthen the nation’s petroleum value chain.

Foster Petroleum Development Limited was incorporated in 2019 as an indigenous petroleum development company with a reputation for gas exploration and production activities, refining, commercialisation and transportation of petrochemical products.
